Cesar Chance is a character appearing in Layton's Mystery Journey: Katrielle and the Millionaires' Conspiracy and its anime adaptation. He is one of the Seven Dragons of London, the director of the London Times newspaper, and a childhood friend of Taboras Lloyd.

Appearance[]
Mr. Chance is a slender, tall man with a thin body and a large balloon-shaped head. He has short olive brown hair combed backwards, thick eyebrows, black eyes, and a pencil-thin moustache. He wears a pair of wide half-moon glasses, a yellow suit jacket over a white shirt and a blue necktie, blue pants, and black shoes.

Although seemingly strict at first, Chance has a huge heart and loves his son over anything else in the world.

Early life[]
Cesar Chance had been Taboras Lloyd's best friend since they went to school.
About a year before the game's events, inspired by his fanatism for superheroes, Chance made up one of his own, and used it to fight crime in London and raise the popularity of the London Times newspapers, as sales weren't doing well at the time. He requested Mrs. Slow, a tailor in Bowlyn Hill, to design a costume for him: Ratman.
His superhero duties lasted for around nine months until his son was born, so he quit his heroic acts to take care of him. Chance went to Mrs. Slow's and she made baby clothing for the newborn, which would later be a vital clue for Katrielle Layton to discover Ratman's true identity.
Millionaires' Conspiracy[]
Chance first appears on Case 3: The Stolen Kiss attending to the premiere of Maverick D. Rector's romance film "No Sub for Love: A Naval Advance".
In Case 7: Ratman Returns, The Layton Detective Agency comes to the London Times headquarters and Lloyd requests Katrielle to find out why Ratman has been missing since three months. Chance says that people should forget about Ratman, much to Lloyd's disagreement. After Katrielle discovers that Chance is actually Ratman, she suggests him to create a superhero team so that they can take turns on serving duty while taking care of the baby. This new group is called the "Rat Pack" and recuited Lloyd, Slow, Ratboy, and Mo Heecan.

One of the seven Dragons, and the owner of a large publishing firm. He was also the true identity of Ratman, but gave that up for a while when his baby was born. He can be a little callous, but he's an out-and-out superhero fan.
Trivia[]
- His name comes from the phrase "Seize your chance".
- His name in the Spanish version, Peter Kent, gets the first name from Peter Parker and the surname from Clark Kent, Sipder-Man and Superman's secret identities, respectively. This is a nod to him secretly being a superhero.
