Mayor Pipper Lowonida is a character appearing in Layton's Mystery Journey: Katrielle and the Millionaires' Conspiracy and Layton Mystery Detective Agency: Kat's Mystery-Solving Files. She is the current mayor of London as well as one of the Seven Dragons.

Mayor Lowonida is a fair-skinned woman with long beige hair and olive-green eyes, with a large, curved bang covering her left eye. She wears a dark blue jacket with a single yellow button, a smaller jacket of the same color that can be seen from the bottom opening of the bigger one, a white shirt. green pants that end right above her ankles, and dark blue high heels.
Personality[]
Although she may be a very busy person who takes her duty of a mayor very seriously, deep inside she wants the best for the city and cares for all Londoners.
History[]
Pre-game[]
Mayor Lowonida came from a wealthy family. As a young girl, she enjoyed going to the London Love Festival every year with her father, where she bought a very special pink teddy bear. Upon her father passed away, she took the job as the mayor of London to revive the tradition of the the festival, which had lowered participants in recent years.
At some point, she recieved part of Lord Maximilian Richmond's treasure, which had been relinquished for the Seven Dragons.
Case 2[]
Mayor Lowonida caused the 'murder-suicide' of Vic and Tim At the Riverside Festival. However, this turns out to be an elaborate performance for the festival to rise its popularity because the previous ones had few participants.
Case 3[]
3DS Version Only: She gives you a fashion farthing (Unlocks Fashion Farthings). Mayor Lowonida is revealed to be one of London's Seven Dragons, the richest people among all Londoners.

She loses her fortune to Lord Adamas. She does not care though as she would liked to start a new leaf. However at the end of this case the contract she signs turns out to be completely fake.

The mayor of London who loves festivals. Since taking office she seems to have turned into a matter-of-fact business woman, but lately she can't hide her passionate side.
Trivia[]
- Her surname, comes from one of the disputed origins for London's name, the pre-Celtic Old European (p)lowonida. It was proposed by Richard Coates that the was the name given to the part of the Thames that flowed through London. This ties her name to both her position as Mayor, and her connection to the Thames Riverside Festival.
- Lowonida also sounds like "law & order", something that she has to uphold as Mayor.
