You want to cut the paper into two whole pieces of identical shape. The boxes marked by the dotted lines are perfect squares, and the two pieces are still considered to be of identical shape if one is flipped over. Where should you cut?
Are you off a bit somewhere?
If you cut as shown and flip one of the pieces over, both pieces will be the same shape.
