Let's imagine he hit the 75-point section once. That leaves 25 points to make up. He could get 25 points if he hit the 5-points section five times, but that would be a total of six shots, so that's not the answer.

Try some other combinations of shots.

You've probably realized that it takes more than five shots at the target to reach a combined score of 100 points.

Hmm... Is there a way to score a number of points other than by hitting the target?

Just because the officer fired five shots doesn't mean they all hit the target.

In other words, it's possible for him to score 0 points with any given shot.

Do you see the answer now?

If a shot were to miss the target, the officer would score 0 points.

Can you use that to make a total of 100 points out of five shots?

Maybe the officer is just a lucky shot!
